The Ministry of Philip in Samaria is recorded.
Philip (who was later called Philip the Evangelist in Acts 21:8) had a
marvelous ministry in Samaria as stated in verse 7-8
Many people were being saved, yet not one person received the Holy
Spirit under Philips ministry,
Evidently that was not a part of Philips ministry, but getting folks
saved and healed was.
When the Apostle in Jerusalem heard …they sent Peter and John to
lay hands …so they might receive the Holy Spirit

There are two separate experience noted in this reading
Salvation
Baptism of the Holy Spirit
The Bible says “ Then laid they their hands on them, and they received the Holy Ghost” (Acts 8:17)
“WHEN YOU ARE SAVED YOU HAVE THE HOLY SPIRIT”
That is true in one sense because the bible says that in the New Birth we are born of the Spirit of God (John 3:3-8 ) The Samaritans in Acts 8 were saved or born again by the Spirit of God (vs 12-14)
But the apostles didn’t seem to think they had all the Holy Ghost there was to have because they sent Peter and John to them so the Samaritans could receive the baptism in the Holy Spirit.
So SALVATION and receiving the infilling or the Baptism of the Holy Spirit are two separate experiences.
Jesus told us in the Great Commission that Salvation comes through the preaching of the Gospel, the word of God.
MARK 16: 15-16 Go ye into all the world, and PREACH THE GOSPEL to every creature. He that BELIEVETH and is baptized shall be SAVED, but he that believeth not shall be damned.
Acts 8:5 tells us that Philip went down to the city of Samaria and preached Christ to the people there. His message was centered on Jesus, bringing the good news of the gospel—the promise of salvation through Him. By proclaiming Christ, Philip shared the hope and redemption found in His name, extending the invitation of faith beyond traditional boundaries and fulfilling the mission of spreading the gospel to all.
We are born again by the word of god
1 Peter 1:23 For you have been born again, not of perishable seed, but of imperishable, through the living and enduring word of God
Saved through receiving
Act 8:14 Now when the apostles which were at Jerusalem heard that Samaria has RECEIVED THE WORD OF GOD they sent Peter and John to them.
The Samaritans were saved because they had received the incorruptible Word of God preached by Philip.
Received the word of god
Under Philips ministry the Samaritans received the word of God (Acts 8:14).
They received the Word of God concerning salvation but the Bible says they had yet to be filled with or baptized in the Holy Spirit. “ For as yet he was fallen upon none of them. Only they were baptized in the name of the Lord Jesus. (Acts 8:16)
Being born again
There is a work of the Holy Spirit that takes place in the New Birth, but that is not called the baptism in the Holy Spirit or receiving the Holy Spirit. That is called being born again, being born of the Spirit of God, receiving salvation, or receiving eternal life (John 3:3-18)
